Regulatory update

Saudi Arabia updates its import licensing guide

Source checked

Saudi Arabia has published an updated import licensing guide. Selected industrial, petrochemical, chemical, agricultural and food goods may need a licence or permit from the relevant authority. Requirements depend on the specific product; these categories are not all subject to a blanket permit requirement.

Ministry of Commerce Resolution No. 70 was published on 2 October 2026. The approved guide replaces the guide issued under Resolution No. 107 and its amendments, and takes effect 30 days after publication. The guide identifies the competent authorities and product-specific documents and procedures.

Check the applicable requirements before dispatching your shipment. An import licence does not replace customs documentation or any applicable Saber and product conformity requirements.

Who is affected

Importers of goods listed in the guide, depending on the product, intended use and competent authority.

Practical actions

  1. Confirm the product description, HS code and intended use, then check whether the guide covers your goods.
  2. Confirm the required licence or permit, supporting documents and application procedure with the competent authority before shipping.
  3. Review licensing alongside customs and applicable conformity documents when planning clearance.
