SABER guide: prepare products and shipments for Saudi Arabia

What is SABER?

SABER is the Saudi platform used to register products and manage conformity and shipment certification. Start with the actual product and intended use, rather than treating certification as a generic document purchase. A shipment may also need approvals from another competent authority; SABER does not replace every import requirement.

Product certificate or shipment certificate?

A product conformity certificate addresses a product subject to technical regulations through an accepted conformity assessment body. A shipment certificate relates to the incoming consignment and its invoice and product details. These serve different purposes: an existing product certificate does not mean a new shipment is ready to import. Check the certificate status and the specific consignment requirements.

Find the right route before placing the order

Confirm the Saudi classification, product description, brand, model and intended use. Regulated products follow the applicable conformity route. A self-declaration is available for products outside technical regulations; it is still a commitment to applicable requirements. Products not intended for direct consumer marketing have a separate route with eligibility conditions. Do not choose an exemption simply because goods are for a business.

Prepare a product file your supplier can complete

Ask your supplier for a clear product specification, model list, manufacturer details, photographs of the product and labels, and available test reports. Keep the exact product identity consistent across the commercial offer, technical file and registration. Ask the selected conformity body which evidence and tests are required for the applicable regulation before commissioning additional work.

Register and resolve the product requirements

Use the establishment and product registration steps in the official SABER guides. Identify the responsible account holder, the person providing technical evidence and the party coordinating with the conformity body. Resolve missing evidence and any differences between models before committing to a shipping date. Keep a record of the approved product data for repeat orders.

Prepare the shipment certificate

Once the applicable product requirements are complete, follow the shipment process for the actual consignment. Compare invoice references, products, models and quantities with the shipment records. A draft application or pending assessment is not an issued certificate. Share the resulting shipment reference with the team preparing customs clearance and confirm outstanding items before dispatch.

Check labels and validity before each shipment

Check the live platform notices, the applicable technical regulation and the expiry shown on the certificate. SABER currently announces a supplier-name and commercial-registration labelling requirement from 1 October 2026 for specified technical regulations. Check whether your goods are within its scope. Review packaging artwork with the supplier before production; do not assume last season’s label remains suitable.

Avoid preventable rework

Common preparation problems include mismatched model names, incomplete technical evidence, labels that differ from the submitted file and a shipping date agreed before the application is resolved. Maintain one approved product record and assign an owner to each missing item. If the specification or manufacturer changes, ask whether existing approvals remain applicable before using them again.

Connect certification to clearance

Certification is one part of the import journey. Send the clearance team the product description, origin, planned entry point, available document list and certification status. Explain what is still pending. Coordinate the certificate work with freight readiness, customs filing and onward delivery instead of treating each as a separate last-minute task.
